System separation and synchronization
Eviulon publishes governance meaning and a versioned outbound manifest. Patefacere is expected to return a privacy-minimized public operational manifest stating which governance version and schema it accepted. The contract uses local last-known-good records and never permits a fetch result to create sovereignty, citizenship, legal status, or authority.
