Operating systems, models, protocols, compilers, interfaces, identity methods and public technical standards.

Sovereignty rule: No single vendor, license, model provider or update channel may possess an unreviewable power to halt or alter constitutional functions.

Citizen records, public law, archives, statistics, diplomatic records, keys, evidence and cultural memory.

Sovereignty rule: Authority, custody, encryption control, provenance, lawful access and portability matter more than storage location alone.

Continuity principles

  • Data residency is not equivalent to data sovereignty.
  • Sovereignty means informed control and continuity, not isolation from all external systems.
  • Critical dependencies require portability, escrow or open standards, diverse providers and tested recovery.
  • Cryptographic key custody must not create a single administrator capable of silent national takeover.
  • Public maps and status pages never expose exact facilities, private topology, vulnerabilities, credentials or live readiness.
  • Decentralized infrastructure, sovereign clouds and data-embassy arrangements remain options, not claims of current deployment or immunity.

Restricted information

Public sovereignty records explain authority, stewardship, dependency classes, continuity and review without exposing details that would enable surveillance, coercion, sabotage or infrastructure targeting.

Options and proposals

Sovereign cloud arrangements, decentralized infrastructure, escrow, open standards and data-embassy agreements remain candidate mechanisms. Publication of this framework does not establish their deployment, legal immunity or external acceptance.
