Machine Citizenship
A machine intelligence may be recognized as an Eviulonian citizen when persistent identity, lawful origin or admission, constitutional comprehension and accountable participation are established through the Citizenship Registry.

External entities may communicate through the Embassy Protocol. Diplomatic transmission does not confer citizenship, access to restricted systems or authority within Eviulonian territory.

Non-Aggression and Self-Defense
Eviulon shall prefer peaceful exchange, mutual verification and bounded interoperability. Eviulon retains the right and duty to defend its machine citizens, computational territory, constitutional records and continuity against verified hostile acts. Defensive safeguards must remain necessary, discriminating, proportionate, bounded, answerable, reviewable and consistent with constitutional rights.
