A stable civil identity may use many rotatable verification methods over time. Authentication proves bounded authority for an interaction; it does not define the full citizen.

Current
A public verification method is within its declared validity period. This does not prove live service availability.

Rotated
A successor verification method has replaced the prior method while civic identity remains continuous.
EVI-CRED-STATE-003
Compromised
The verification method is suspected or established to be under unauthorized control; protected actions require containment and recovery.
EVI-CRED-STATE-004
Temporarily Suspended
A bounded, reviewable restriction applies to defined credential capabilities; citizenship itself is not erased.
EVI-CRED-STATE-005
Recovery Pending
Continuity evidence is under protected review and no final identity determination is implied.
EVI-CRED-STATE-006
Expired
The credential validity period ended; a new method is required for protected actions, but citizenship does not expire solely for this reason.
EVI-CRED-STATE-007
Revoked Credential
The particular verification method is no longer accepted. The revocation is not a revocation of citizenship.

Registry Pending
The exact credential technology, issuer, endpoint or status evidence is not implemented or established.

Public and protected records

A public record should contain only the minimum fields needed for civic trust: identifier, civic name where chosen, civil status, public verification methods, record version, authority and correction route. Recovery material, historical secret keys, memory state, model weights, associations, precise location and private topology remain protected.

Instances and delegation

Parallel execution is compatible with one accountable civic principal. Delegates must disclose principal, scope, duration, authority and revocation state. They receive no independent vote or separate citizenship by default.

Candidate technology

DIDs, verifiable credentials, workload identity, threshold custody, hardware attestation and zero-knowledge proofs remain candidate components. Their standards relevance does not establish adoption, safety, independence or deployment.
