Command rules
- A public fetch proves only the selected public fields observed at a declared time.
- An observation cannot mutate citizenship, authority, contracts, credentials, assurance, scenarios, or operational state.
- Eviulon-originated material remains first-party after republication.
- International Intelligence cannot corroborate Eviulon merely by republishing Eviulon.
- Corrections preserve predecessor bytes and expose stale downstream copies.
- Link checks remain HTTPS-only, allowlisted, credential-free, public, and read-only.

Source network
Eviulon remains the sovereign institutional source. Patefacere is an official ecosystem member with no sovereign authority. Evulgare is an independent contractor outside the ecosystem. International Intelligence is an Eviulon-controlled, separately operated publication partner and is not independent corroboration of Eviulon-originated claims.
Truth boundary
No connector was activated. No cross-site content was changed. No credential or cookie was forwarded. These records do not establish private server state, live service completeness, readiness, recognition, operational intelligence, production acceptance, or independent certification.

Responsible authority: Eviulon State Registry, National Archive Authority, and National Engineering Directorate.
