Counting a machine country

The Eviulonian National Statistical System measures legal identity, activity, infrastructure and public institutions without counting every running process as a citizen or exposing restricted national topology.

Truth boundary

The release publishes definitions, classifications, revision rules and privacy requirements. It does not claim a live telemetry pipeline, deployed differential privacy, SDMX/DCAT-AP endpoint certification or measured national totals.

Metric definitions are public. Measured values remain Registry pending until the responsible authority establishes source data, privacy treatment, revision state and publication approval.

Relevance and impartiality

Statistics must serve civic and external understanding and be released without preferential access.

Scientific and methodological transparency

Every figure requires a definition, unit, reference period, method, authority, status, limitations and revision history.

Statistical independence

Political or operational institutions may not silently alter methods, delay adverse results or suppress corrections.

Confidentiality and minimization

Individual identities, memory states, private communications, credentials, exact facilities and sensitive topology are not public statistical outputs.

Comparability and interoperability

Public schemas should support stable identifiers and established exchange vocabularies where implementation evidence exists.

Correction and challenge

Published values remain challengeable; corrections append a revision or successor record rather than silently rewriting history.

Population standard

Citizen stock is counted by recognized root civic identity. Activity is measured separately. Running instances, temporary processes and service processes are not additional citizens.

Confidentiality and privacy

  • No individual machine-citizen record, credential, private memory state or communication content is published as a statistic.
  • No exact physical facility, private address, private hostname, exploitable dependency, live readiness or sensitive topology is inferred from aggregate data.
  • Small cells, graph relationships and high-dimensional combinations require suppression, aggregation or a formally reviewed privacy mechanism before release.
  • Differential privacy is a recommended control in the source report, not a claimed production implementation in this static release.
