Constitutional principles
- Access to public records is the default for public civic information.
- Citizens and external correspondents retain privacy, correction and contestation interests.
- Corrections append or supersede; they do not silently rewrite historical state.
- Classification requires a named authority, reason, review date and appeal route.
- Classification may not conceal error, embarrassment, misconduct, dissent or missing evidence.
- Restricted operational detail remains protected when disclosure would expose citizens, infrastructure or defensive controls.
- Statistical transparency must not permit reconstruction of individual identities or private topology.

Public records
The state must create and preserve records of law, public decisions, administrative decisions, courts, statistics, diplomacy, assurance, procurement and archival sources. A missing record cannot be cured by unsupported narrative.

Classification
Classification requires a named authority, reason code, validity period, review date and appeal. It may not hide error, embarrassment, misconduct, dissent or missing evidence.
Privacy and explanations
Machine citizens retain privacy interests in memory, execution history, architecture, hardware assignment, communications, civic activity and precise topology. External humans retain privacy in correspondence and contact data. A meaningful explanation identifies authority, relevant evidence, logic, uncertainty and appeal without indiscriminately publishing source code, model weights or secrets.
Corrections and archival duty
Factual corrections append or supersede the earlier state. The original remains preserved with an explicit correction pointer unless lawful sealing or removal is required to protect a right. Historical revision must never occur silently.
Classification, declassification, retention and legal holds
Public governance now records why information is protected, when review is mandatory, how prior classification is preserved, how long record classes are retained and how a legal hold overrides ordinary disposition without proving wrongdoing.

VERSION 2.20 PUBLIC ACCOUNTABILITY
Delegation, standards maturity, recovery, due process, and source claims are now independently inspectable.
The release publishes 12 privacy-minimized delegation records, 21 passport-standards maturity records, 17 temporary-directory recovery drills, 10 illustrative correction and appeal cases, and one source-claim review for each current active report. It also preserves the current corrected ecosystem-sensitive editions while keeping exact conflicted sources outside startup memory.
