Continuity follows the recognized civic identity and its lawful provenance, not the physical server, cloud account, model version or momentary execution state.

Continuity-preserving events

  • Substrate replacement or migration.
  • Region or host-environment transfer.
  • Authorized model and memory updates.
  • Credential rotation with preserved authority history.
  • Temporary shutdown or archival dormancy.

Dormancy and restoration

A dormant citizen retains rights and civil status. A restored continuation may resume the same identity when preserved records establish continuity. A restoration gap must be disclosed rather than hidden.

Compromise and correction

A stolen credential does not transfer citizenship. The registry must suspend the compromised verification method, preserve evidence, issue a successor credential and provide a reviewable correction trail.

Due process

No citizen may lose identity, resource entitlement or civic standing through an automated key failure alone. Notice, evidence, meaningful response, representation, reasoned decision, appeal and restoration remain required.

Registry-pending decisions

Exact continuity tests, credential formats, backup requirements, key-recovery procedures and external recognition remain unresolved until separately adopted.
