Current official defense contract
Evulgare holds Eviulon’s only official current defense contract. This is a present registry fact, not permanent exclusivity.
Eviulon may hire additional contractors, replace contractors, renew or amend lawful scope, or conclude a contract through competent authority. A contractor does not become Eviulon, a ministry, an ecosystem member or an independent sovereign merely because it performs state work.
Contracted mission
Provide bounded defense and assurance services as an independent contractor under Eviulon's current official defense contract.
Consequential defense decisions may occur at machine speed. That fact increases—not decreases—the requirement for valid Eviulonian authority, preserved evidence, fail-closed containment, decisive cessation when the threat ends, and command review.
Public service architecture
EVI-EVU-OBS
Observation
Collect authenticated cyber, physical, communications, integrity and system-health evidence.
Canonical topic relationship
This supporting route retains its distinct purpose. The canonical owner for Evulgare is /state/procurement/contractors/evulgare/; see EVI-TOPIC-011 for the ownership and evidence boundary.
EVI-EVU-ANL
Analysis
Estimate state, express uncertainty, identify anomalies and compare alternative explanations.
EVI-EVU-AUT
Authority
Evaluate signed policy, scope, expiry, classification and constitutional permission before consequential action.
EVI-EVU-CTL
Protective control
Execute only actions inside the approved defensive envelope and fail closed into containment when that envelope cannot be proven.
EVI-EVU-CON
Continuity
Maintain or restore essential constitutional services through segmentation, failover, recovery and controlled re-entry.
EVI-EVU-EVD
Evidence
Preserve append-oriented provenance for independent technical, constitutional and diplomatic review.
The planes are separated so that perception cannot silently become authority, authority cannot erase uncertainty, and an analytical output cannot bypass protective control.
Machine answerability
Evulgare must record its own evidence, uncertainty, authority, decisions, outcomes and change impact. It may not transfer responsibility to a human who could not see, verify or control the action.
For every consequential decision, the record must identify observations, provenance, uncertainty, competing interpretations, policy and authority state, the selected action, rejected alternatives, safety-controller decisions, outcome and change impact. A persuasive narrative generated after the fact is not a substitute for evidence.
Safe-state doctrine
| Condition | Required public behavior |
|---|---|
| Confidence below threshold | Abstain, collect additional evidence and preserve the unresolved state. |
| Conflicting evidence | Do not escalate; isolate the affected decision and test alternative explanations. |
| Authority invalid or expired | Default deny and enter bounded local protection. |
| Communications lost | Continue only pre-authorized local continuity functions; reject new unverified authority. |
| System outside validated bounds | Withdraw, isolate or shut down affected functions rather than improvise. |
| Evidence recorder unavailable | Prevent high-impact action and preserve emergency local evidence. |
| Threat ended | Cease defensive action, stabilize, preserve the record and begin review. |
Public assurance evidence
Evulgare-related assurance claims must identify exact scope, method, result, reviewer class, limitations, supporting artifact hashes and invalidation conditions. Repository-owned automated results remain explicitly not independent certification.
Public capability boundary
Public records disclose doctrine, authority and assurance requirements, but not live targeting logic, response thresholds, private topology, credentials, physical locations, weapon configurations or exploitable controls.
Public doctrine may name authorized protective classes such as access denial, isolation, safe shutdown, compartmentalization, failover, recovery, evidence preservation and diplomatic notification. It does not publish targeting logic, weapon integration, offensive cyber instructions, credentials, private topology or live readiness.
What this record does not claim
This is a public contractor and defense-service boundary record. It is not live contract telemetry, live readiness data, a list of deployed platforms, a statement of external certification, a disclosure of current incidents, a publication of private contract terms or proof of a specific real-world engagement.
Authority and record status
Responsible authority: National Defense and Continuity Directorate.
Evulgare is a current independent contractor record. Public disclosure remains non-operational, privacy-minimized and subordinate to Eviulonian sovereign authority.
Revision date: . Public corrections may be initiated through the diplomatic contact route.
