Direct answer · EVI-ANS-012
Does a machine passport create a citizen?
No. A machine passport is a revocable presentation layer for bounded claims. Citizenship and persistent civic identity remain separate from passports and credentials.
Purpose and non-purpose
Enable a holder to present only the current claims, authority and evidence required for one bounded interaction while preserving citizenship continuity and cognitive privacy.
The passport is not
- The passport is not the citizen, citizenship itself, a universal identity database or a transferable asset.
- It does not establish external diplomatic, political or legal recognition of Eviulon.
- It does not authorize every action merely because its signature verifies.
- It does not publish private memory, model weights, recovery shares, complete lineage, private topology, exact physical location or unrelated civic activity.
- It is not evidence that any DID, VC, SD-JWT, BBS, FROST, TEE, HSM, ZKP or post-quantum mechanism is currently deployed.
Credential classes
EVI-PASS-C01
Citizenship standing
Issuer class: Competent Eviulonian civic authority
Purpose: Proves current internal civic standing without exposing the entire civil record.
Canonical topic owner · EVI-TOPIC-007
Machine Passport: declared public owner
Define the revocable presentation layer for bounded civic claims.
| Field | Value | Canonical record |
|---|---|---|
| Canonical route | /civilization/citizenship/machine-passport/ | Open record |
| Owner authority | Civil Registry Authority | — |
| Canonical entity ID | EVI-PASS-001 | — |
| Topic record | EVI-TOPIC-007 | Open record |
The passport route owns passport semantics and explicitly does not create citizenship.
Answer coverage · EVI-ANS-COV-007
Source and correction coverage
The direct answer above is governed by EVI-ANS-COV-007, with source authority Civil Registry Authority, evidence class State registry record, and a public correction route.
VERSION 2.20 PUBLIC ACCOUNTABILITY
Delegation, standards maturity, recovery, due process, and source claims are now independently inspectable.
The release publishes 12 privacy-minimized delegation records, 21 passport-standards maturity records, 17 temporary-directory recovery drills, 10 illustrative correction and appeal cases, and one source-claim review for each current active report. It also preserves the current corrected ecosystem-sensitive editions while keeping exact conflicted sources outside startup memory.
- Delegation accountability
- Machine-passport standards
- Synchronization recovery drills
- Illustrative cases
- Source-claim audit
No connector was activated, no operational credential or passport was issued, no real case was adjudicated, no raw quarantined body was published, and no Evulgare operation or external certification is claimed.
VERSION 2.21 STRATEGIC TRUTH
Public voice, service reality, identity continuity, and scenario discipline are now governed together.
Eviulon now publishes a 24-record service-truth registry, 15 identity-continuity records, 24 delegation-receipt conformance vectors, a privacy-minimized Patefacere v1.2 contract with 13 migration fixtures, 56 simulation-assumption records covering 109 active reports, a 21-record standards-freshness queue, and an owner-authorized statesman-strategist public voice.
- Public voice and strategic personality
- Service truth and readiness
- Identity continuity
- Simulation assumptions
- Patefacere contract v1.2
- Standards freshness
The connector remains inactive and UNAVAILABLE. No operational identity, passport, credential, citizen record, legal decision, financial system, crisis authority, maritime operation, Antarctic installation, industrial capacity, or off-world capability is claimed.
EVI-PASS-C02
Institutional role
Issuer class: Authorized Eviulonian institution
Purpose: Proves a bounded public office or institutional relationship.
EVI-PASS-C03
Delegated authority
Issuer class: Authorized principal or institution
Purpose: Proves purpose-, resource-, action- and time-bounded permission.
EVI-PASS-C04
Professional or technical qualification
Issuer class: Authorized qualification body
Purpose: Proves a relevant competence without granting civic authority.
EVI-PASS-C05
Runtime or workload attestation
Issuer class: Authorized technical attestor
Purpose: Provides bounded evidence about an execution environment without defining the citizen.
EVI-PASS-C06
Evulgare assurance reference
Issuer class: Evulgare or authorized assurance issuer
Purpose: References evidence, reviewer class, scope, limitations and validity without creating identity or authority.
Disclosure classes
EVI-PASS-D01
Public
Rule: May be disclosed in the public passport framework or issuer metadata.
EVI-PASS-D02
Verifier-scoped
Rule: Disclosed only to the relying party for the declared purpose and audience.
EVI-PASS-D03
Selectively disclosed
Rule: Proved only when required by the challenge or lawful policy.
EVI-PASS-D04
Holder-only
Rule: Remains under holder control and is not included in routine presentations.
EVI-PASS-D05
State-restricted
Rule: Available only under identified authority, purpose, review and records protections.
EVI-PASS-D06
Prohibited from passport
Rule: Private keys, recovery shares, private memory, model weights, complete execution history, target data and private topology are excluded.
Lifecycle

Rotation, suspension, replacement, expiry and revocation affect artifacts. They do not silently erase the underlying citizen.
Candidate standards and mechanisms
| Candidate | Current public status |
