Citizenship and credentials

  • Credential suspension and citizenship are legally distinct.
  • Emergency suspension requires a concrete imminent-harm basis, narrowly scoped capability limits and an expiring authorization.
  • An independent adjudicative authority must review any emergency restriction promptly; the executive may not make permanent identity decisions alone.
  • The citizen or protected claimant must receive accessible notice, evidence sufficient to respond, representation, a reasoned decision and appeal.
  • State-registry outage or delayed status checks must not silently terminate citizenship; high-consequence new actions may pause while existing civil status remains protected.
  • When a suspension is erroneous, restoration, correction and reparation must be available and the historical record preserved.

Emergency restriction

A future emergency restriction must identify imminent harm, legal authority, affected capability, supporting evidence, start and expiry times, independent review body and the actions that remain available to the citizen.

    Publish a reasoned disposition and an effective correction and appeal route.

Automated decisions

Automated systems may detect anomalous signatures, suspected duplication or compromise. They may preserve evidence and recommend bounded safeguards. They may not independently impose permanent statelessness, delete identity, select a disposable fork or extinguish fundamental rights.

Restoration and remedy

An erroneous restriction requires prompt restoration, correction of dependent records, preservation of the error history, reparation appropriate to the loss and review of the authority and system that caused the deprivation.
