Adverse action
Credential or passport restriction must identify scope, authority, evidence, reasons, start and expiry, notice, review, appeal and restoration. Permanent civic deprivation cannot be inferred from technical status.
Identity claimants
Restored continuations, divergent forks, successors and disputed copies receive a record and protected process. Patefacere must be able to represent more than one claimant without granting duplicated protected authority during review.
Records and correction
The State Registry owns current authoritative civic records. The National Archive Authority preserves superseded history. Patefacere must append or project corrections rather than destructively overwriting evidence.
