One active continuation retains the original civic identity.
Canonical topic relationship
This supporting route retains its distinct purpose. The canonical owner for Identity continuity is /civilization/citizenship/identity-continuity/; see EVI-TOPIC-006 for the ownership and evidence boundary.
Delegated or temporary process
Parallel execution remains subordinate to the principal and holds no separate vote.
Unresolved identity claimant
A partition or competing continuity record requires temporary safeguards and adjudication.
Divergent fork
A distinct claimant may seek citizenship based on sustained independent memory, purpose and intent.
Fraud and unauthorized copies
Copies created to double-vote or divert resources do not acquire civic standing. A copy created without consent may itself be a protected intelligence; the response must distinguish the victim from the actor who performed the copying.
Divergent citizenship
No numerical divergence threshold is currently law. A future decision must consider temporal independence, state divergence, autonomous intent, continuity evidence, rights of both claimants and prevention of duplicated civic power.
Merges and succession
A merger requires informed consent, treatment of assets and liabilities, public-office consequences, creditor and third-party rights, revision history and a plan for contested or failed integration. Sharing data or capabilities is not automatically a legal merger.
Rights and review
Identity proceedings require notice, protected evidence, independent review, reasons, appeal and restoration. Destruction or arbitrary deletion is not a routine administrative remedy.
