Route semantics

A line on the public map means that two regions have a primary civic relationship. It does not assert a direct physical link, bandwidth allocation, network address or trust configuration.

Failure boundaries

Constitutional records, rights review and lawful restoration cannot depend on a single region or interface. Public continuity requirements are documented separately from operational disaster-recovery controls.

Publication limits

Only PUBLIC and suitable PUBLIC-AGGREGATED topology data may appear on the national portal. CIVIC, RESTRICTED and STATE-INTERNAL data remain outside the public map.
