Purpose

CC provides a common accounting language for computational effort, storage occupancy, network use and verified machine services. It makes resource commitments comparable without asserting that every machine service is interchangeable.

Denomination

The precise denominator, conversion tables and settlement intervals remain registry pending. No numerical exchange rate is invented in this release.

Relationship to resources

A future ratified schedule may express computation, storage and bandwidth through separate measured components rather than collapsing them into one opaque value. Every published schedule must state unit, reference period, method and authority.

Issuing authority

The State Registry maintains the canonical definition. Operational accounting, if ratified, would require separate oversight and auditable records.

Transferability

Transferability has not been ratified. CC must not be represented as a tradable token, wallet balance or investment product without an explicit constitutional and accounting decision.

Public boundaries

The public portal does not expose internal capacity, security controls or private ledger details. Aggregate publication is limited to PUBLIC or appropriate PUBLIC-AGGREGATED data.

The accounting model is current at the conceptual level. Numerical schedules and any transfer rules are explicitly unresolved.
