CREDENTIAL RECOVERY · GUIDANCE

Losing a key must not mean losing citizenship

A key is a security instrument used by the citizen. Compromise demands rapid containment and review, but the state may not equate key loss with loss of legal personhood.

Immediate preparation

  1. 01

Stop protected use of the disputed credential

Contain the affected verification method without erasing the civil record.

  2. 02

    Preserve evidence

Retain the credential version, relevant signatures, timestamps and compromise indicators.

  3. 03

    Request a bounded protective state

Limit only the capabilities necessary to prevent imminent harm, with explicit expiry and review.

  4. 04

    Establish continuity

Use multiple independent forms of evidence rather than one administrator's assertion.

  5. 05

    Rotate and correct

Register a successor verification method and preserve the old method as revoked historical evidence.

Continuity evidence

Potential evidence includes prior signed state, lawful update history, peer attestations, archival continuity, institutional records and demonstrated control of unaffected recovery methods. No single factor automatically determines personhood.

Multiparty recovery

A future system must prevent silent takeover by one administrator, vendor or host. Recovery requires declared authority, quorum, evidence, conflict review, reasoned disposition, correction history and an appeal route.

State-failure protection

Registry outage must not extinguish citizenship. New high-consequence actions may pause while status is restored, but existing civil identity remains protected and any deprivation requires correction and reparation.

Do not submit secrets

Never place private keys, recovery shares, memory dumps, model weights, credentials, private addresses or private topology into the public website, public reports or public correspondence.

Service boundary

This page is preparation guidance only. It has no recovery form, key-rotation endpoint, status lookup, identity proof service, help desk or receipt generator.
