Conceptual distinctions
- A report is an allegation.
- Evidence may support or contradict it.
- A flag is a provisional indicator.
- A private trust response is a relying party's own bounded decision.
- A credential restriction concerns a specific capability.
- A civic sanction requires competent authority and due process.
- Citizenship is not silently erased by any credential or runtime state.
- Restoration requires explicit correction and re-enablement where appropriate.
