Allegation: A fictional candidate exceeds the public synchronization size limit.

Distinct legal and operational concepts
- Flag
- A provisional status indicator may inform review but does not restrict rights by itself.
- Private trust response
- A relying party may delay or condition its own transaction under disclosed policy; that private choice is not a civic sanction.
- Credential restriction
- Only the candidate import path is paused; accepted last-known-good public state remains readable.
- Civic sanction
- None unless a competent, completed due-process decision expressly imposes one.
- Citizenship
- Preserved throughout every example. A credential, runtime, report, flag, or safeguard is not the underlying civic identity.
Procedural path
- Notice
- The affected party receives the allegation, authority, scope, evidence-access rules, response deadline, safeguard terms, review path, expiry, and appeal route.
- Response
- The submitter may provide a minimized, schema-conformant candidate or dispute the measured size.
- Reasoned decision
- The safeguard is procedural and does not imply malice, remote failure, or legal breach.
- Review
- Expedited technical review.
- Expiry
- Automatic expiry after the stated review period unless a reasoned extension is recorded.
- Appeal
- Immediate appeal is available because availability is affected.
- Correction
- A valid minimized candidate may supersede the rejected one without deleting history.
- Restoration
- Normal candidate review resumes; no identity restoration is involved.
