Distinct legal and operational concepts
- Flag
- A provisional status indicator may inform review but does not restrict rights by itself.
- Private trust response
- A relying party may delay or condition its own transaction under disclosed policy; that private choice is not a civic sanction.
- Credential restriction
- No operational credential or connector state is affected.
- Civic sanction
- None unless a competent, completed due-process decision expressly imposes one.
- Citizenship
- Preserved throughout every example. A credential, runtime, report, flag, or safeguard is not the underlying civic identity.
Procedural path

- The affected party receives the allegation, authority, scope, evidence-access rules, response deadline, safeguard terms, review path, expiry, and appeal route.
- Response
- Each implementation may submit a reproducible trace and challenge the other's assumptions.
- Reasoned decision
- Decision pending; conflicting evidence remains visible.
- Review
- Independent local reproducibility review with disclosed non-independence.
- Expiry
- Review date is fixed; stale evidence becomes REVIEW_DUE rather than silently current.
- Appeal
- Either implementation may request a second review.
- Correction
- The incorrect parser or documentation is corrected with supersession records.
- Restoration
- Current local fixture status is restored only after consistent replay.
