- A provisional status indicator may inform review but does not restrict rights by itself.
- Private trust response
- A relying party may delay or condition its own transaction under disclosed policy; that private choice is not a civic sanction.
- Credential restriction
- No restriction; report intake only.
- Civic sanction
- None unless a competent, completed due-process decision expressly imposes one.
- Citizenship
- Preserved throughout every example. A credential, runtime, report, flag, or safeguard is not the underlying civic identity.

- The affected party receives the allegation, authority, scope, evidence-access rules, response deadline, safeguard terms, review path, expiry, and appeal route.
- Response
- The affected actor may identify the intended queue and provide contradictory evidence.
- Reasoned decision
- No merits decision has been made.
- Review
- Triage by the Information Review Authority.
- Expiry
- Report closes if no review authority accepts it within the stated intake window.
- Appeal
- The intake classification may be challenged immediately.
- Correction
- The public record is corrected if routing metadata was wrong.
- Restoration
- No restoration is needed because no capability was restricted.
