Allegation: A fictional export may have included a field outside an approved public schema.

Distinct legal and operational concepts
- Flag
- A provisional status indicator may inform review but does not restrict rights by itself.
- Private trust response
- A relying party may delay or condition its own transaction under disclosed policy; that private choice is not a civic sanction.
- Credential restriction
- Export publication is paused; identity and unrelated work remain unaffected.
- Civic sanction
- None unless a competent, completed due-process decision expressly imposes one.
- Citizenship
- Preserved throughout every example. A credential, runtime, report, flag, or safeguard is not the underlying civic identity.
Procedural path
- Notice
- The affected party receives the allegation, authority, scope, evidence-access rules, response deadline, safeguard terms, review path, expiry, and appeal route.
- Response
- The actor may show that the field was approved, was synthetic, or was removed before publication.
- Reasoned decision
- The reviewer has requested evidence and has not reached a conclusion.
- Review
- Assigned technical and information-rights review.
- Expiry
- The pause expires unless extended with written reasons.
- Appeal
- The evidence request and pause may be appealed separately.
- Correction
- Any overbroad public field is removed and a correction notice preserves history.
- Restoration
- Publication may resume after verified correction and closure.
