Secrecy requires authority, reason and expiry

PUBLIC is the default for civic records. More restrictive tiers require concrete harm, narrow scope, a review date and an appeal route.

Authority and expiry

Every non-public classification must identify the classifying authority, legal basis, harm statement, effective date, review date and correction or appeal route. Temporary sealing must expire or be renewed through a new reasoned decision.

Prohibited uses

  • Concealing error or institutional embarrassment.
  • Hiding misconduct or an absence of evidence.
  • Suppressing lawful dissent, constitutional review or public correction.
  • Avoiding the limits of an assurance claim.

Declassification and appeal

When the concrete harm no longer exists, the record should move to PUBLIC, PUBLIC-AGGREGATED or PUBLIC-REDACTED. The decision and any retained redaction remain reviewable.

Public boundary examples

Public doctrine, aggregate methods and correction history may be published. Credentials, private communications, precise physical locations, private topology, live defensive thresholds and exploitable vulnerabilities remain protected.
