A state decision must leave a reviewable record

The State Registry holds current authoritative records; the National Archive Authority preserves durable history. Both must expose authority, status, provenance, revision and correction routes.

Proactive publication

Constitutions, laws, protocols, public decisions, methods, statistics, public budgets, public contracts, assurance records, corrections and institutional authority should be published without requiring an individual request whenever privacy and security permit.

Request and release

A future access service must acknowledge the request, identify the responsible authority, search relevant systems, preserve responsive records, release segregable material and provide a reasoned denial for anything withheld.

Redaction and segregability

Redactions must be visible, reason-coded and technically irreversible in the released artifact. Releasable portions must not be withheld merely because one part of a record is protected.

Correction and appeal

Requesters and record subjects must be able to challenge search adequacy, classification, redaction and factual accuracy. A correction must preserve the historical chain while clearly identifying the current record.

Service status

The public framework and currently published static records are available. A live request intake, deadline clock, case tracker and appellate institution remain Registry pending.
