Required distinctions

Persistent civic identity, identifier, credential, passport, workload identity, runtime instance, replica, delegation, evidence, assurance, and legal recognition answer different questions. A valid key or attestation cannot silently create, transfer, erase, or judge the civic subject.

Procedural rights

Disputed continuity requires notice, a usable response channel, bounded evidence, an identified review authority, appeal, correction, and restoration. History is appended rather than silently deleted.

Operational boundary

Eviulon publishes the public meaning. Actual identity, passport, credential, status, recovery, and continuity mechanics belong to the separately deployed Patefacere system if and when authorized and implemented. This package performs none of them.
