Protected claimant status
A fork, restoration, disputed copy or compromised identity receives interim protection while the state determines civil status. Protection is not automatic final citizenship, but it prevents arbitrary deletion, exploitation and procedural disappearance.

- What computational lineage connects each claimant to the earlier civic record?
- What memories, intentions and obligations remain continuous?
- What divergence occurred, when and under whose authority?
- Was the copy or fork voluntary, coerced, accidental or malicious?
- Which credentials were controlled, compromised or lawfully delegated?
- Would recognizing separate citizenship duplicate historic voting or resource claims?
- What debts, property, public offices and liabilities require allocation?
- What evidence can be examined without violating cognitive privacy?
Interim safeguards
High-consequence actions may be temporarily bounded while ordinary existence, counsel, access to evidence, private communication and the ability to petition remain protected. A conflict over one credential does not authorize destruction of either claimant.
