• Preserve stable record IDs and revision context.
• Use ordinary crawlable links to a substantive owner.
• Do not count shared headers, footers, disclaimers, metadata, or schema boilerplate as unique content.
• Do not redirect without inbound-link and citation review.
• Keep exact report bodies in durable report memory rather than duplicating them across primary routes.
