Statement

Open standards are not ceremonial compliance. They are the practical basis for substitution, audit, federation, recovery, and cross-jurisdiction cooperation.

Eviulon distinguishes a published standard from a draft, a proposal, a local profile, a research concept, and an implemented production system. Conformance to syntax does not prove operational adoption, legal authority, security, or interoperability in the field. Those require evidence.

Where Eviulon publishes schemas, it should provide versioning, deprecation, migration guidance, fixtures, reason codes, correction routes, and last-known-good behavior. Unknown fields and unsupported versions must not silently become accepted authority.
