Evulgare may operate as an independent external contractor under bounded agreements. Technical evidence can establish software state, provenance, test results, constraints, and replay. It cannot by itself create legal permission, sovereign judgment, citizenship status, guilt, or an open-ended mandate. Contract performance does not make the contractor a ministry or court.
Public demonstrations remain synthetic unless hardware, operational authority, environment, and evidence are separately verified. Credibility comes from proof, limits, recovery, and correction—not aggressive branding or unsupported readiness claims.
