Required Eviulon/Patefacere separation: public panels may link to delegated operational evidence but cannot import private identity, passport, credential, receipt, or citizen records. Made independent verification an explicit optional state that remains unused without a genuinely separate authorized reviewer. Changed the completeness score from a credibility verdict into a bounded coverage metric that cannot compensate for one missing critical predicate.
