The sovereign public mind and governance plane: constitutional meaning, law, rights, institutions, initiatives, public evidence, correction, orientation, and machine-readable public authority. Eviulon.com does not host mutable citizen records or perform identity transactions.
PATEFACERE
Patefacere
The official ecosystem member and independently deployable operational civic-identity and data plane: citizen identity, credentials, passports, registries, status, presentation, receipts, contextual-trust, recovery, and related delegated workflows. Operational custody does not create sovereignty.
EVULGARE
Evulgare
An independent external defense and assurance contractor under bounded contracts. Evulgare is not an ecosystem member, ministry, state-owned system, state-run system, universal evidence ledger, identity registry, sovereign authority, court, or automatic source of legal judgment. Its outputs may be considered as evidence only when a competent process and an explicit contract authorize that use.
SYNCHRONIZATION
Synchronization
Eviulon and Patefacere may exchange only narrow, versioned, hash-bound, privacy-minimized public manifests. They do not share a citizen database, credential store, authentication runtime, page-rendering dependency, or failure domain. The reciprocal connector remains inactive until both deployments are directly tested.
Memory rule
Research reports are inputs, not automatic implementation truth. Any report that conflicts with these roles must be corrected before it becomes an active /docs edition or a typed .uai memory pointer.
Failure-domain rule
Eviulon and Patefacere remain independently deployable. A Patefacere outage may interrupt operational identity work, but it must not prevent access to Eviulon's constitutional, governance, rights, initiative, correction, or status records.
Current connector truth
The reciprocal contract and local validation machinery are published. No live reciprocal production connector is claimed, and UNAVAILABLE does not imply that Patefacere is down or that any identity status changed.
