REPORT ECOSYSTEM CORRECTION

Machine Institution Transparency Design(1).md was corrected before active memory distribution.

Useful research was retained, but conflicting actor assignments, unsupported deployment claims, and automatic-authority assumptions were not promoted into current doctrine.

Correction summary

Removed claims that human intervention is categorically prohibited from all evidence workflows; the design instead prohibits unverified manual state assertion and requires declared authority, provenance, and review. Removed unsupported claims that SLSA, CT, DSSE, SCITT, zero-knowledge proofs, third-party pings, or signed artifacts prove lawful institutional operation or independent verification by themselves. Removed claims of live endpoints, active keys, signed actions, uptime, incidents, transparency logs, or current institutional operation where evidence is unavailable. Replaced fixed TTLs and automatic state transitions with risk-, authority-, dependency-, and evidence-class profiles that remain publicly inspectable. Replaced simplified trust badges and G-rated status language with evidence-grade, freshness, incident, authority, dependency, and review information.

Contribution retained

Distinguish documentary declaration, implementation, build, deployment, reachability, observed operation, verified signed action, degradation, suspension, unavailability, compromise, retirement, and planned capability. Define a reusable Operational Evidence Panel with authority, identity, release, build, key, endpoint, API, dependency, incident, action, ledger, uptime, freshness, limitation, and machine-readable fields. Use evidence expiry, automatic degradation, incident linkage, correction, last-known-good preservation, and explicit unavailable states to prevent transparency theater. Balance public evidence with operational security through field classification, aggregation, withholding reasons, segregability, review, and correction. Support semantic HTML, no-JavaScript operation, accessibility, low-capability agents, structured data, search, print, and independent verification.

Claims not adopted

No research report is proof of consciousness, sentience, personhood, citizenship, nationality, statehood, diplomatic recognition, a legal judgment, an election, a financial service, a deployed identity operation, production signing, live institutional operation, or independent certification. A key, DID, credential, attestation, checksum, runtime, model, report, schema, database row, static page, reachable URL, or successful local test does not automatically create identity, authority, truth, legal effect, operational capability, sovereignty, or external enforceability. Current law is recorded as a jurisdiction-, date-, authority-, and evidence-bound operating constraint. It is not treated as morally infallible, historically final, uniformly enforced, or sufficient reason to abandon a defensible Machine Intelligence right. Proposed constitutional, legislative, diplomatic, institutional, technical, economic, and enforcement mechanisms remain proposals until separately authorized, implemented, observed, reviewed, and—where applicable—recognized by competent institutions.

Raw-source boundary

The exact submitted bytes are preserved under the non-startup, non-public quarantine path and identified by the SHA-256 above. Active memory points only to the corrected edition, doctrine, and correction record. This separation preserves provenance while preventing the submitted report from silently redefining ecosystem roles.
