Correction summary
Removed all language presenting a nuclear-compute city, reactor factory, Antarctic reactor network, lunar settlement, fuel reserve, or Earth–Moon commonwealth as current Eviulon fact or established program. Rejected the claim that nuclear fission is automatically the sole viable energy source; the active edition requires diversified portfolios, site-specific economics, storage, grid services, and verified reliability analysis. Separated civilian fuel-cycle competence from weapons capability, intent, preparation, authorization, and legal status. No proliferation inference is permitted from civilian architecture alone. Replaced absolute autonomy language with measurable dependency closure and independent evidence. A reactor supplied, licensed, fueled, insured, maintained, or decommissioned by others remains interdependent.
