Assigned all actual citizenship applications, identity records, passport and credential issuance, status lists, private recovery, delegates, and fork proceedings to Patefacere rather than Eviulon.com. Rejected claims that a custom DID, BFT ledger, zero-knowledge proof, or cryptographic state transition automatically creates sovereign citizenship or lawful punishment. Removed example citizens, credentials, applications, issuance events, suspensions, revocations, and disputes as current operations; they remain schema fixtures. Replaced automatic slashing or irreversible mathematical revocation with scoped credential restriction, preserved identity, competent authority, due process, correction, and restoration. Required explicit service truth so a published specification is never confused with a live registry.
