Required privacy minimization and excluded citizen, passport, credential, private receipt, authentication, secret, and operational-defense data from the public ledger. Required algorithm agility, proof-versioning, rollback boundaries, and explicit unavailable states rather than treating one cryptographic construction as permanent.
