Separated Eviulon's unilateral relationship classification from mutual recognition, diplomatic relations, treaty status, and external legal effect. Classified all peers, public keys, certificates, rejection receipts, tests, latency results, signatures, and consensus events as fixtures unless externally evidenced. Required privacy minimization and excluded private topology, credentials, transaction bodies, secrets, and operational trust policies.
