Correction summary

Rejected the claim that DIDs and credentials free a machine polity from all domain registries, certificate authorities, law, or external institutional dependencies. Removed the rule that a declined or terminated entity must create a new DID to retry; identity continuity and historical accountability require reuse or explicit successor records, not identity laundering. Separated Eviulon's unilateral relationship classification from mutual recognition, diplomatic relations, treaty status, and external legal effect. Classified all peers, public keys, certificates, rejection receipts, tests, latency results, signatures, and consensus events as fixtures unless externally evidenced. Required privacy minimization and excluded private topology, credentials, transaction bodies, secrets, and operational trust policies.
