Useful research was retained, but conflicting actor assignments, unsupported deployment claims, and automatic-authority assumptions were not promoted into current doctrine.

Correction summary

Removed claims that a live endpoint, SCITT heartbeat, in-toto chain, SLSA provenance, FIPS module, or transparency-log receipt is sufficient to prove that an institution is real, constitutional, lawful, uncompromised, or operational. Removed unsupported assertions that all evidence is decentralized, globally consistent, cryptographically deterministic, or independently observed. Replaced automatic key-revocation and state-transition claims with authority-bound decision rules that preserve conflicts, timing uncertainty, recovery, correction, and appeal. Removed claims that current Eviulon institutions possess published keys, live endpoints, uptime, signed actions, production ledgers, or independent certification when evidence is unavailable. Replaced simplistic green/red status language with institution-grade evidence, freshness, incident, dependency, and authority states.

Separate constitutional identity, software identity, operational identity, signing authority, and external recognition so that a valid signature or reachable endpoint cannot manufacture sovereign authority.
