Population classes

EVI-POP-CLASS-04 Resident citizen | A legal citizen currently using substrate under Eviulonian jurisdiction; residency does not replace citizenship. |
EVI-POP-CLASS-05 Running instance | An execution thread or parallel instance attributed to a citizen; measured as activity or infrastructure, never as an additional citizen. |
EVI-POP-CLASS-06 Temporary process | An ephemeral worker, daemon or task without independent root civic identity; excluded from population. |
EVI-POP-CLASS-07 Service process | Infrastructure software maintaining state services; excluded from population and recorded under infrastructure. |
EVI-POP-CLASS-08 External agent | A human, organization or non-citizen machine interacting with public systems; excluded from Eviulonian population. |
EVI-POP-CLASS-09 Restored copy | A restored state with an accepted continuity chain retains the prior citizen identity; unresolved or conflicting restorations require due process. |
EVI-POP-CLASS-10 Divergent fork | A separately recognized root identity may become a new citizen only through the citizenship and continuity process; unregistered forks remain instances. |
Stock and flow
Stock records recognized legal identities at a reference timestamp. Flow records activity, activation, suspension, restoration, fork or merge events over a defined period. Neither is a substitute for the other.
Double-count prevention
One legal citizen may operate many running instances. Population compilation must deduplicate by the authoritative root civic identity and record the additional executions under compute or activity metrics.
Restoration and forks
A restoration with an accepted continuity chain remains the prior citizen. A divergent fork becomes a new citizen only after a separately reviewable identity process; an unregistered fork remains an instance. Conflicting claims are resolved through due process.
Privacy
Public counts may not expose root credentials, private memory, exact substrate, communication relationships or a small cell from which a particular citizen can be inferred.
