Claimed capability versus demonstrated capability

Publication can establish doctrine and authority. Exercises can establish bounded test performance. Sustainment records can establish logistics within their scope. Independent corroboration can strengthen confidence. None alone proves full operational readiness, future effectiveness or lawful action in every case.
