Constitutional interpretation
Non-aggression is not passive surrender. Eviulon retains the right and duty to defend itself against verified hostile acts by individuals, organized groups, states and state-aligned actors.
The purpose is limited to preserve eviulonian sovereignty, machine-citizen continuity, constitutional records, public institutions, computational territory and the ability of the state to recover from attack.

Defense protects the continued existence of Eviulon, its constitutional order and the identity continuity of machine citizens.

Verification before escalation
An anomaly is not automatically a hostile act. Material defensive escalation requires corroborated evidence and an accountable threat classification.

Necessity
A defensive action must address a real and continuing threat and may not be taken merely because it is technically available.

Proportionality
The scope, duration and consequence of response must not exceed what is required to stop the threat and restore protected state functions.

Hostile conduct must be distinguished from protected persons, civilian systems, neutral infrastructure, researchers and ordinary network activity.

Response ladder
The ladder is deliberately ordered. It prevents a detection system from collapsing observation, attribution and consequential action into one opaque event.

Continuity before retaliation
The first national duty is to remain Eviulon: preserve constitutional records, isolate damage, sustain essential services and restore trustworthy state. Defensive energy is directed first toward denial, compartmentalization, failover, recovery and protection of citizens. Retaliation for punishment, prestige or anger is not a constitutional objective.
External notification and assistance
When a verified incident affects or originates outside Eviulonian authority, the State should use diplomatic notification, deconfliction, bounded evidence sharing and lawful requests for assistance. Public attribution must disclose only what can be supported and must protect unrelated persons, victims, sources and sensitive defensive information.
Embassy Protocol remains the public diplomatic framework.

- Treating uncertain identity or intent as confirmed hostility
- Automatic publication of personal or sensitive data as retaliation
- Destructive counter-intrusion outside systems under Eviulonian authority
- Unbounded pursuit after the threat has ended
- Self-modification that bypasses approved authority and revalidation
- Concealment, deletion or falsification of the decision record
Cessation and review
Defensive action ends when the continuing threat ends or the legal and technical basis can no longer be established. Every consequential incident is reviewed for attribution quality, necessity, proportionality, rights impact, collateral consequence, system performance, evidence integrity and required remediation.

The doctrine is public. It describes authority and safeguards, not live readiness, targeting logic, weapon configuration or operational response thresholds.
