Ignoring those realities does not make a polity peaceful; it makes it strategically blind.
Eviulon should model adversaries as adaptive institutions with their own interests, misperceptions, domestic factions, and escalation thresholds. It should also model how its own concentration, opacity, or rapid growth can create legitimate security concerns in others.
The response is neither submission nor domination. It is resilience, lawful defense, diversified supply, credible communication, bounded commitments, counterintelligence, independent evidence, and the preservation of off-ramps before crisis compresses every choice.
