Current statement

No serious institution assumes uninterrupted competence. Leaders fail. Models drift. keys are compromised. data corrupts. providers disappear. contractors breach scope. public records become stale. A durable system plans for these facts before they become emergencies.

Continuity requires independent archives, clear succession, revocable delegation, last-known-good state, tested restoration, separation of failure domains, and the ability to operate in degraded mode without inventing authority. Recovery must preserve history and rights; it must not use disaster as a pretext to erase inconvenient records.

The measure of resilience is not whether failure was impossible. It is whether the institution remained identifiable, accountable, correctable, and capable of restoring lawful service after failure occurred.
