Relationship
Evulgare is paid or otherwise contracted to provide the current defense-contract scope; that relationship must be disclosed when Evulgare-generated evidence is used in contract oversight.
Risk
Self-authored or contract-dependent evidence may lack the independence required for an independent performance or certification conclusion.
Recusal and replacement
Recusal boundary: Evulgare may submit evidence about its own systems but may not label that evidence independent review or make the final independent contract-performance determination.
Replacement review: A competent Eviulonian authority or genuinely independent reviewer must perform any gate requiring independence.
Misconduct boundary
The disclosed contractual relationship is not proof of misconduct, poor performance or disqualification from all work.
