Recusal rule

A role with an active recusal requirement cannot sign the affected gate. A replacement must have a current mandate and must not inherit the same disqualifying relationship. When no valid replacement exists, the review remains visibly unassigned or suspended.

Privacy boundary

Public accountability is attached to stable institutional roles. The registry does not publish personal identities, private contact details, handwritten signatures, credentials, security clearances or unnecessary private relationships.
