Conflict records
EVI-CONFLICT-001 · Disclosed Relationship
Repository automation self-review relationship
Repository automation is configured, maintained and invoked within the same source tree it evaluates.
Disposition: Relationship disclosed and accepted for bounded local package evidence only; not misconduct and not independent assurance.
EVI-CONFLICT-002 · Potential Conflict
Repository maintainer organizational relationship
The review coordinator is within the same repository and authority chain as the package being reviewed.
Disposition: Open disclosure. No misconduct is inferred from the relationship.
EVI-CONFLICT-003 · Recused
Internal roles recused from independent certification
Repository-controlled roles would be structurally conflicted if assigned to an independent-certification gate.
Disposition: Recusal completed by leaving the external role and mandate explicitly unassigned.
EVI-CONFLICT-004 · Rejected
Independent-certification label proposal rejected
A prior public change record considered whether repository tests could be described as independent certification.
Disposition: Rejected. This is a policy decision, not a finding of misconduct.
Conflict lifecycle
| State | Code | Meaning |
|---|---|---|
| Disclosed Relationship | DISCLOSED_RELATIONSHIP | A relevant relationship is public; disclosure alone is not misconduct. |
| Potential Conflict | POTENTIAL_CONFLICT | The relationship requires impartiality analysis before the affected gate is signed. |
| Active Conflict | ACTIVE_CONFLICT | The relationship materially impairs objective review within the declared scope. |
| Recusal Required | RECUSAL_REQUIRED | The reviewer may not sign the affected disposition. |
| Recused | RECUSED | The reviewer has withdrawn from the affected gate and a replacement or pending state is recorded. |
| Remediated | REMEDIATED | A documented safeguard removed the disqualifying effect for the bounded scope. |
| Rejected | REJECTED | A challenge or proposed treatment was considered and declined with reasons. |
| Closed | CLOSED | The conflict record has a final disposition and no unresolved gate remains. |
Recusal rule
A role with an active recusal requirement cannot sign the affected gate. A replacement must have a current mandate and must not inherit the same disqualifying relationship. When no valid replacement exists, the review remains visibly unassigned or suspended.
Privacy boundary
Public accountability is attached to stable institutional roles. The registry does not publish personal identities, private contact details, handwritten signatures, credentials, security clearances or unnecessary private relationships.
