Emergency speed is permitted only inside a narrow, recorded and reviewable envelope. It cannot become a permanent substitute for consent-based government.

Trigger and scope

An emergency directive requires a defined event, responsible institution, evidence basis, permitted actions, affected services, effective time, expiry time and review route. Undefined or generalized emergency authority is invalid.

Non-derogable limits

  • Emergency authority requires a defined trigger, scope, responsible institution, evidence, review and automatic expiry.
  • An emergency directive cannot amend the Constitution, erase public provenance, permanently alter root identity or remove judicial review.
  • Authority decays and must be renewed through a separately reviewable record; restoration of ordinary government is mandatory.
  • Partitioned components may preserve life, identity and local services but may not initiate external hostilities or irreversible national changes.

Partition continuity

An isolated region may preserve citizen identity, essential services, records and local safety. It may not amend the Constitution, change root identity, erase provenance, enter binding external obligations or initiate external hostilities.

Expiry and renewal

Authority expires automatically. A renewal requires a new evidence record and cannot rely on the mere existence of the earlier emergency. Expired credentials and directives must fail closed.

Review and restoration

The Constitutional Review Node reviews legality and necessity. The High Court of Protocols remains available for affected parties, and the National Archive Authority preserves the complete directive and restoration record. Ordinary institutions resume as soon as the trigger no longer justifies exceptional authority.
