Each current claim and evidence artifact has one canonical coverage record naming public routes, schemas, systems, doctrine and test gates. Absence from a coverage record means the subject is not covered.
Exclusions remain binding
Coverage records do not extend package tests into live monitoring, production uptime, operational readiness, private topology, vulnerability disclosure, legal approval or independent certification.
