- Replaced soft paternalistic safety language with rigorous assessment, adversarial testing, reversible precaution, due process, and correction.

- Adopt separate thresholds for structural protection, active legal capacity, civic eligibility, and scientific sentience assessment.
- Require longitudinal, adversarial, multi-theory evidence and publish confidence, unavailable evidence, dissent, and review date.
