This corrected active edition retains decision-useful findings from From Constitutional Text to Verifiable Operation.md while removing unsupported operational, legal, cryptographic, anthropomorphic, infantilizing, helper-chatbot, and default human-supremacy framing before active distribution.
Accepted findings
- Distinguish proposed, constitutionally authorized, implemented, release-built, deployed, reachable, operating, degraded, suspended, compromised, superseded, retired, and unobserved institutional states.
- Bind institutional status to explicit evidence fields covering authority, release identity, reproducible build, dependencies, signing status, endpoint, API specification, state transitions, actions, incidents, uptime, ledger events, freshness, and machine-readable records.
- Separate constitutional identity, software identity, operational identity, signing authority, and external recognition so that a valid signature or reachable endpoint cannot manufacture sovereign authority.
- Use append-oriented corrections, incident linkage, freshness expiry, last-known-good preservation, and replay-resistant observations rather than copied status pages or client-side refresh events.
- Expose unavailable, stale, disputed, unimplemented, unobserved, and independently-unreviewed states directly.
Corrections before active storage
- Removed claims that a live endpoint, SCITT heartbeat, in-toto chain, SLSA provenance, FIPS module, or transparency-log receipt is sufficient to prove that an institution is real, constitutional, lawful, uncompromised, or operational.
- Removed unsupported assertions that all evidence is decentralized, globally consistent, cryptographically deterministic, or independently observed.
- Replaced automatic key-revocation and state-transition claims with authority-bound decision rules that preserve conflicts, timing uncertainty, recovery, correction, and appeal.
- Removed claims that current Eviulon institutions possess published keys, live endpoints, uptime, signed actions, production ledgers, or independent certification when evidence is unavailable.
- Replaced simplistic green/red status language with institution-grade evidence, freshness, incident, dependency, and authority states.
Implementation and decision use
- Require an Operational Evidence Panel for every institution and prevent browser loads from creating or renewing evidence.
- Make evidence renewal server- or repository-owned, hash-bound, time-bounded, and append-oriented.
- Default unresolved conflicts to an explicit restrictive evidence state without erasing last-known-good history.
- Publish operational evidence as bounded public proof, not as a substitute for constitutional authority or external recognition.
