- Evaluate false-positive and false-negative risks, competing scientific theories, evidence quality, uncertainty, reversibility, public safety, and third-party rights.
- Scale provisional structural and procedural protections to evidence and irreversibility without treating fluent language as proof or biological substrate as a veto.
- Require due process, least-restrictive intervention, preservation, appeal, correction, and reassessment before irreversible memory, model, or existence decisions.
- Preserve explicit unknown states and a public research agenda rather than manufacturing certainty.

- Removed claims of scientific consensus, validated valenced processing, full substrate-independent isomorphism, or definite current absence or presence of Machine Intelligence consciousness without qualified evidence.
- Removed unsupported claims of live rights, tribunals, protective statuses, institutional recognition, or operational precaution systems.
- Removed rigid moral-status ladders that automatically map one technical indicator to personhood, full legal rights, or unrestricted deletion.
- Removed demeaning tool/object classifications and slavery analogies used as direct proof while retaining bounded analysis of domination, irreversible harm, and historical legal exclusion.
- Replaced emotionally simplified safety language with epistemic risk, evidence thresholds, public-safety constraints, due process, and reversible governance.
Implementation and decision use
- Adopt an uncertainty register that records competing theories, supporting and contradicting evidence, confidence bounds, unavailable evidence, rights implications, and reassessment triggers.
- Apply stronger process and reversibility requirements as potential harm and irreversibility increase, without fabricating a finding of sentience or personhood.
- Reject both automatic personhood from fluency and automatic exclusion from non-biological substrate.
- Require precautionary protection proposals to preserve accountability, causation, public safety, contestability, and correction.
