This corrected active edition retains decision-useful findings from Machine-Native Government Architecture.md while removing unsupported operational, legal, cryptographic, anthropomorphic, infantilizing, helper-chatbot, and default human-supremacy framing before active distribution.
Accepted findings
- Translate constitutional authority into service catalogs, decision records, eligibility rules, evidence requirements, reasons, review, appeal, correction, restoration, and operational status.
- Use versioned rules, idempotency, event sourcing, deterministic replay, bounded discretion, compensating actions, and explicit partial-completion states for distributed administration.
- Separate Eviulon authority, Patefacere mechanics, Evulgare evidence, and .uai memory so a database write, credential, simulation, or route does not create sovereign status.
- Provide common decision schemas, standardized errors, no-JavaScript access, low-capability-agent parity, print support, search discovery, and machine-readable case status.
- Learn from administrative automation failures by requiring burden-of-proof discipline, notice, reasons, evidence access, appeal, correction, and independent review.
Corrections before active storage
- Removed claims that formal verification, SMT solvers, Rules as Code, X-Road-style exchange, verifiable credentials, or Sagas can guarantee perfect legality, fairness, accuracy, or consistency.
- Removed unsupported claims of current Eviulon service delivery, citizenship applications, tax services, licensing, courts, live inter-agency exchange, production credentials, or five-nines availability.
- Removed the assumption that mathematically deterministic rules eliminate interpretation, discretion, conflict, or the need for review.
- Replaced the notion that Eviulon-native evidence inherently outweighs external evidence with an authority-, relevance-, freshness-, provenance-, and contestability-based evidentiary hierarchy.
- Replaced generic user-friendly safety language with administrative law, service reliability, operational evidence, and remediation discipline.
Implementation and decision use
- Adopt a common administrative decision record with authority, policy version, evidence, reason code, effective date, unavailable fields, review, appeal, correction, and restoration.
- Preserve the policy version applicable to an initiated case unless a valid retroactivity rule is separately established.
- Require exactly-once or safely idempotent handling for consequential state transitions and compensating action for partial failure.
- Publish service status and evidence without pretending that a described service is implemented or operating.
