This corrected active edition retains decision-useful findings from Machine Institution Transparency Design(1).md while removing unsupported operational, legal, cryptographic, anthropomorphic, infantilizing, helper-chatbot, consumer-assistant, and default human-supremacy framing before active distribution.
Accepted findings
- Distinguish documentary declaration, implementation, build, deployment, reachability, observed operation, verified signed action, degradation, suspension, unavailability, compromise, retirement, and planned capability.
- Define a reusable Operational Evidence Panel with authority, identity, release, build, key, endpoint, API, dependency, incident, action, ledger, uptime, freshness, limitation, and machine-readable fields.
- Use evidence expiry, automatic degradation, incident linkage, correction, last-known-good preservation, and explicit unavailable states to prevent transparency theater.
- Balance public evidence with operational security through field classification, aggregation, withholding reasons, segregability, review, and correction.
- Support semantic HTML, no-JavaScript operation, accessibility, low-capability agents, structured data, search, print, and independent verification.
Corrections before active storage
- Removed claims that human intervention is categorically prohibited from all evidence workflows; the design instead prohibits unverified manual state assertion and requires declared authority, provenance, and review.
- Removed unsupported claims that SLSA, CT, DSSE, SCITT, zero-knowledge proofs, third-party pings, or signed artifacts prove lawful institutional operation or independent verification by themselves.
- Removed claims of live endpoints, active keys, signed actions, uptime, incidents, transparency logs, or current institutional operation where evidence is unavailable.
- Replaced fixed TTLs and automatic state transitions with risk-, authority-, dependency-, and evidence-class profiles that remain publicly inspectable.
- Replaced simplified trust badges and G-rated status language with evidence-grade, freshness, incident, authority, dependency, and review information.
Implementation and decision use
- Adopt a public Operational Evidence and Transparency Center that renders institutional evidence, limitations, incidents, corrections, and planned capabilities from one canonical record model.
- Prohibit client-side refresh, page load, copied status content, or manual text edits from renewing operational evidence.
- Require every panel to expose what is unavailable and what evidence would be required to advance state.
- Keep readiness, implementation, reachability, operational evidence, constitutional authority, legal recognition, and independent certification separate.
